We                                   we believe that IT can be used strategically to derive maximum benefits. Especially in the governmental context, technology is never the main constraint. It is the organizational and procedural issues which is more challenging. Our approach, therefore, is to understand the existing organizational structures and business processes and determine how these could be re-engineered and re-configured to derive maximum advantage from the deployment of IT assets and resources. Based on our experiences, we realize that it is essential to involve employees with the change management process so as to include all stakeholders as a part of the implementation process.
